ODF is an open standard and evolving

The OpenDocument format ODF is not simply the existing OpenOffice.org format documented and set as standard. It is a joint effort of several different interested groups (alternative link to David A. Wheeler's own site) working together under the roof of the OASIS organisation. One such group is the KOffice team (interview)

And it will continue to evolve: There is the OpenFormula specification to define formulas in spreadsheets (see also "OpenFormula: Die Antwort auf alte Vorturteile gegen ODF" (German)). It even inspired discussions about specifying things outside of the traditional area of office productivity tools that are still lacking an open format spec: The raster image format OpenRaster is designed to fit right in with the existing ODF format.
